I think I may have found a solution, at least for those burning the install image to a SSD.
I have burnt the image to a couple of different SSDs, now, using RPi Imager 1.8.5. The first time was from my iMac and the second time was using my RPi 5.
Having burnt the image, I then plugged the SSD into the USB 2 port. Both times I was able to boot up, and then run the complete installation.
When that was done, I shut the RPi 5 down, plugged the installed SSD into the USB 3 port, booted up and all was good.
From somewhere in my reading on the Internet about this problem, I got the idea that the problem was speed. If access to the drive was too fast, then it didn't work. Slowing down, then it worked.
I haven't tried it, but it may be that using a lower speed SD card (I was using a V30 card) may work as well.
